| 摘 要： | 文章以安全生产方面的应急管理为研究背景，从应急预防标准具有不确定性的风险分析入手，建立应急预防标准风险评估模型，在此基础上展开对相应可能产生的应急成本、责任风险等方面的经济分析，研究应急预防的管制标准如何影响企业对安全事故预防水平的选择，以及当管制标准不具有不确定性风险时，企业又如何选择对事故的预防水平；通过分析得到这两种情形下的不同推论，为政府监管机构在制定应急预防标准及标准体系建设时，提供有益的参考，以达到对安全事故最优预防控制的目的。
