改革开放以来我国农地制度的变迁:回顾与展望

改革农地制度目前已成为理论界和决策界所面临的重大现实问题。通过回顾我国自1978年改革开放以来农地制度变迁的历程，结合当前的实际状况和农地制度尚存的不足，对未来农地制度的改革趋向提出了若干建议：明晰地权，将村民小组界定为农地所有人；稳定和强化农地使用权；完善土地登记制度，为农民确地确权；成立土地仲裁法院，维护农民合法权益。

Evolution of China＇s Farmland Tenure since Reform and Opening-up：Retrospect and Prospect

Reforming farmland tenure has become the important real issue in both theoretical circle and policy-making departments. This paper reviewed the evolution of farmland tenure since China＇s reform and opening to the outside world in 1978. By combining the actual situation with the problems in farmland tenure,this paper put forward several corresponding suggestions on how to reform the future farmland tenture, which include clarifying the right of land and defining team of villagers as the owners of farmland; stablizing and strengthening right to use farmland; perfecting the system of land registration and setting up land courts so as to protect farmers＇ legal rights and interests.
