通辽城乡区域可持续发展评估研究

区域可持续发展包括城市的持续改善、农村持续改善、城乡联系紧密且差异逐步缩小三个必要条件。结合通辽地区特点，本文设计的指标体系包括城市可持续发展指标体系、农村可持续发展指标体系、以通达指数和差异系数共同表征的协调性评估指标体系。评估结论显示：通辽地区城市整体在持续改善，其中经济是主要拉动因子，社会和环境子系统对整体改善贡献较小；农村整体呈微弱改善趋势，其中环境子系统有逐步恶化的趋势；城乡间通达程度较低，城乡差距没有缩小的趋势。因此，无论对于城市还是农村，加强环境保护对于区域可持续发展都是头等重要的。因此，应该以统筹城乡环境保护为支撑，加大城市反哺农村的力度，实现通辽地区可持续发展。

Assessment on Sustainable Development of Urban-rural Area in Tongliao

Three conditions are requested by urban - rural area＇ s sustainable development, that is, sustained improvement in urban, sustained improvement in rural, and harmony between urban and rural. According to these requests, this paper designs indicator systems for assessment on sustainable development of Tongliao, The results show an obvious trend of improving in the urban area, with the main driven factor of economy. However, only a light trend of improving in the rural area and the environment is becoming worse gradually. The backward traffic conditions cause separation between urban and rural areas. And there are few evidences to show a smaller gap between urban and rural areas. Environmental protection should be considered as a prior position for the development of urban - rural area. Therefore, we must overall plan the environmental protection between urban and rural, and strengthen the support from urban to the rural, in order to attain the sustainable development in Tongliao.
