生态文明作为一种新型的文明形态,已然成为与经济社会发展和人民群众根本利益直接相关的重要内容,这就要求政府必须发挥主导作用和推动生态文明建设的职能和责任。为了应对环境问题全球化和适应经济发展模式转型,生态文明建设视野下的政府治理必须创新。首先,改变政府治理理念,加强生态教育宣传;其次,调整政府职能体系,建立多元主体参与机制;最后,完善政府治理的生态绩效考核机制,加强生态监管能力。

Research on Governance Issues in the Construction of Ecological Civilization

Ecological civilization as a new form of civilization, has become an important content directly related to the economic and social development and people＇ s fundamental interests, which requires the government must play a leading role and to promote the role and responsibilities of ecological civilization construction. In order to deal with environmental issues of globalization and to adapt to the economic development mode transformation, governance vision of ecological civilization construction must be innovative, first of all, to change the concept of governance, strengthening ecological education and publicity; secondly, to adjust the functions of the government system, the establishment of multi-subject participation; and finally and improve the ecological performance evaluation mechanism of governance, strengthening ecological monitoring capacity.
