青海蒙古族盟旗制度研究

盟旗制度是明清到民国时期在我国蒙古族地区实行的一种地方政权组织形式,青海蒙古族地区也实行了这一形式。这一制度的实施有其内在的原因,但青海蒙古族所处的以牧为主的生态环境与以地域为本的盟旗制度在一定程度上的不相适应性,最终成为青海蒙古族社会衰退的主要因素之一。

Studies on Mengqi System of the Mongolian in Qinghai

Mengqi system was the form of a local administrative organization which was carried out in Mongel areas from Ming Dynasty and Qing Dynesty to the period of the repubic of China.The form was very popular in Qinghai Mongol areas.There are some internal factors for the systerm implemented.However,because of their nomadic life style,Qinghai Mongols had to rely heavily on the ecological environment to herd the animals,which was unsuitable and conflicting in the Mengqi systerm that required a more stabilized community style.Otherfore it became one of the fatal factors that led to the decline of Qinghai Mongol Society.
