| 摘 要： | 随着经济全球化和新时期社会转型,传统的腐败逐渐演变为非传统腐败,主要表现为权钱合作、温和腐败和跨国腐败等.其高度的隐蔽性和巨大的危害性严重阻滞了国家经济的发展和政治的稳定.为了保持经济增长,政治稳定,构建和谐社会,预防非传统腐败的发生,重在推进制度建设,加大民主监督,深化改革,积极构建反腐倡廉制度体系.
