加强农村人力资源开发与培训促进劳动力转移

党的十六届五中全会提出了建设社会主义新农村的重大历史任务,并实施了退耕还林补贴等一系列支农惠农的政策,以促进新农村建设。农民收入有所增加,农业和农村出现了新的发展生机。但是,在新农村建设过程中的一个突出问题仍然是农村劳动力的大量剩余,其主要原因是农村劳动力的开发与培训中存在许多问题。必须加强农村人力资源的开发与培训,提高劳动力的文化素质和技术水平,才能促进农村劳动力的转移,从而实现农民收入的稳步增加和农村经济的持续发展,促进新农村建设。

Strengthening Human Resource Development and Training to Accelerate the Transfer of Labors

In the fifth Plenary Session of the 16th CPC Central Committee,the goal of establishing the new socialist countryside was proposed,and then implemented various preferential policies supporting agriculture and farmers,such as the allowance of crop-fields into tree-woods to promote establish the new socialist countryside.Farmers have more income,agriculture and the country are given new development vital forces.The outstanding problem in the process of establishing the new socialist countryside is still the surplus of rural labors,which is in the way of increasing the income of peasants and the sustainable development of rural economy,and makes against the new socialist countryside construction.
