厦门农村就地城市化的难点及对策

在分析厦门城郊农村就地城市化意义的基础上，重点探讨就地城市化进程中的征地拆迁、劳动力转移、集体资产处置、农村公共品供给等难点问题，提出改进的对策建议：在现有乡镇基础上，重新规划，构建以城区、重点镇和中心村为基础的三级城镇体系，推进人口适度聚集；调整优化产业结构和布局，使产业发展及园区建设成为就地城市化的有力支撑；深化农村综合改革，破除体制障碍，建立相应的新机制；坚持以人为本，通过多种途径提高农民综合素质，实现人的城市化。

On Difficulties in and Countermeasures for Xiamen Rural Urbanization

On the basis of analyzing the significances and progress of Xiamen rural local urbanization, the paper mainly studies the difficulties in the process of local urbanization, such as land taking- over, labor forces transfer, collective assets disposal, and public articles supplies. The paper thus puts forward their solutions, which include promoting the rural population to congregate through new planning, making industry development the sustentation of urbanization by optimizing the industry structures, deepening the rural integrative system reform, and realizing the urbanization of rural population by enhancing their diathesis.
