现阶段农村综合改革面临的问题及对策

Problems and Countermeasures of Comprehensive Rural Reform Nowadays

After agricultural tax was abolished,comprehensive rural reform is subject to overstaffed institution of county and countryside,fiscal difficulties of villages and towns,and deficiency of investment in compulsory education.These problems arise from deep-seated historical considerations and institutional contexts.Solutions to them include: to reform institution of county and countryside based on re-plotting fiscal powers of all levels of governments,to reform financial system through establishing fiscal transfer payment rise mechanism,to deepen compulsory education reform by improving input and protection mechanism,and to establish a mechanism to monitor peasants' burdens and a system to protect peasants' rights and interests so as to relieve their burdens in a real sense.
