皖南河镇近十多年的农业规模经营发展历程表明，农业规模经营决策的自主性、农业规模经营主体的内生性、农业规模经营发展的回馈性构成了社区本位农业规模经营的主要特征。在社区本位农业规模经营的实现过程中，农村社区的驱动构成了基本动力，地方政府和外来资本则是重要的外因，其中，地方政府的作用尤为关键。在农业现代化进程中，地方政府一方面需要加强服务型政府建设，另一方面则需要激发农村社区内部力量和引导外来资本进入优势领域。
