乡村振兴实践进程中农民的生计赋能逻辑

通过田野调查分析乡村振兴实践对农民生计能力的改善机制。研究发现，在乡村振兴实践中基于乡村既有的旅游资源、生态资源、务工资源、政策资源等不同类型的资源禀赋，以及不同的生计资本，由此型塑出农民不同的生计类型。然而，乡村资源禀赋并不总是直接对农民生计构成正向推动作用，也可能会对农民生计带来潜在性威胁。因而，如果要充分发挥乡村资源禀赋的优势来提升农村生计能力，需要以乡村治理体系创新作为中介机制。通过乡村治理水平的提升规避生计风险，并挖掘利用乡村的优势资源，进而促成农民的生计赋能。由此，研究揭示了生计赋能的内在逻辑在于兼顾结果目标和过程目标，整合内生性资源和外生性资源，融合外源式发展和内源式发展的路径。在具体策略上，要厘清的政策、主体、网络和资源等乡村社会治理要素以助力生计赋能。

Logic of Farmers' Livelihood Empowerment in Process of Rural Revitalization

This paper analyzes the mechanism of rural revitalization practices on farmers'' livelihood capacity improvement through field surveys. Researches found that different types of resource endowments, such as tourism resources, ecological resources, labor resources and policy resources, are available in the villages in the rural revitalization practice. As a result, different types of livelihood activities of farmers are shaped. However, rural resource endowments do not always directly contribute to farmers'' livelihoods, they may also pose potential threats. Therefore, if the advantages of rural resource endowments are to be fully utilized to enhance rural livelihoods, innovation in rural governance systems is needed as a mediating mechanism to avoid livelihood risks and exploit the advantageous resources, and thus contribute to farmers'' livelihood empowerment. Thus, the study reveals the inner logic of livelihood empowerment lies in the path of balancing outcome and process goals, integrating endogenous and exogenous resources, and integrating exogenous and endogenous development. The policy, subject, network and resource elements of rural social governance to be clarified in the strategy promote livelihood empowerment.
