广东农田水利基础设施现状及其管理体制改革

长期以来，广东农田水利基础设施建设、投资、管理体制不够完善，致使广东农业的发展受到一定程度的制约。“九五”以来广东农田水利基础设施建设取得了显著成效，农田水利基础设施投资渠道进一步拓宽，资金去向多样，但是农田水利基础设施建设管理体制还不够完善。应从明确各级政府在农田水利基础设施建设中的职能、建立以政府为主的多元化投资体系、分类指导，大力推进水管单位运行管理体制改革等方面加快广东农田水利基础设施管理体制改革。

The Present Situation of Farmland Water Conservancy Infrustructure in Guangdong & Reform on Its System of Management

For a long time, the construction＇ investment and management of IWC （ Irrigation and Water Conservancy） in Guangdong were not consummate, which to some extent restricted the development of agriculture. The paper found that the construction of IWC in Guangdong has made great progress and the investment channel on IWC has widened largely since the 9th Five-Year Plan. However, the management system of IWC was not perfect. Some innovative ideas on IWC, such as clarifying the function of government on IWC, variable investment system, etc are put forward.
