"合村并组"的政治逻辑与治理困境

基于国家与社会关系的视角和分析框架，考察了我国近20年来村落变迁的动力学。研究发现，近20年来，我国村落终结的主要力量并非城市化，而是行政主导下的合村并组。从行政体制与村落社会关系的角度来看，合村并组不仅是一个自上而下的政治-行政过程，而且也会引起村落社会自下而上的应激性反应，兼具政治和治理的多重逻辑。合村并组的政治逻辑是导致该项工作迅猛开展的第一推动力，然而，在此过程中，其治理逻辑却被严重忽视了。研究认为，政治逻辑无疑是重要的，但治理逻辑也同样需要受到重视和尊重。合村并组需要在多重逻辑间寻得某种平衡和良性互动。

Political Logic and Governance Dilemma of Merging Villages or Groups

Based on the perspective and analytical framework of the relationship between state and society, this paper examines the dynamics of village changes in China in the past 20 years. It is found that in the past 20 years, the main force for the end of villages in China is not urbanization, but the merger of villages or groups under the leadership of administration. From the perspective of the relationship between the administrative system and the village society, the merger of villages or groups is not only a top-down political-administrative process, but also causes the bottom-up stress response from the village society, and has multiple logic of politics and governance. The political logic of the merger of villages or groups is the first impetus leading to the rapid development of this work. However, in this process, its governance logic has been seriously ignored. This paper argues that while political logic is undoubtedly important, the governance logic also needs to be valued and respected. The work of merging villages or groups needs to find some balance and have positive interactions among multiple logic.
