摘    要:通过对罗定市“挂任村官”工作实践的分析,对农村基层组织人才建设得到两方面的启示:1.解放思想,广泛开发建设新农村的人才资源;2.创新选用机制,在基层组织中引入目标管理、竞争机制、激励机制、风险约束机制等先进的管理思想,注重个体优势和特长的发挥,激发内在的工作积极性,提高竞争意识,规范行为,增强组织活力,进而提高基层组织的整体效能。

Abstract:There is a problem how to select young and talented residents as the village officer under the condition of labor transfer.To Solve the problem,many local governments explore the innovating traditional mechanism.There is a succeeding example in employing talented people who are residents of the village but working in the town as village officer in Luoding County,Guangdong Province.Enlightenment could be gained from the phenomenon of employing work-outside talented people as village officer in Luoding: 1) Opening mind and developing the resources of talents building new rural construction.2) Management efficacy of organization can be improved.Some advanced administration thought,such as management by objectives,competitive system,incentive mechanism,risk restraint mechanism can lead into in the grass-roots organization,which can improve individual advantage and arouse inherent job enthusiasm,and improve competition consciousness,strengthen the organization vigour,and then improve the effect of rural grass-roots organization.
