| 摘 要： | 源于计划经济的城市偏向和工业偏向的国民收入分配格局是造成当前"三农"问题的重要根源.在公共财政模式下,从统筹城乡社会经济发展和实现社会公平的角度出发,应该调整国民收入分配,加大财政对"三农"的支持力度,改变公共品对农村的排斥,实现城乡协调、统一的发展.

| Abstract: | The author suggests it is "urban priority" and "industry priority" in national income allocation that result in three issues in agriculture. In the public finance framework, in order to realize combination of urban rural economy and social fairness, we must adjust national income allocation, give more financial support to agriculture and change the rural discrimination in the system of public goods supply. |
