农村社区治理创新与社会工作者的使命

农村社区治理创新是当代中国社会转型背景下,遏止农村社区衰落走势、解决三农问题的迫切需要,实现农村治理现代化的一项重大社会工程,具有重要理论价值和现实意义。农村社区治理创新必须破解体制、资源配置、农村公民社会发展、社区公共性社会资本匮乏、农村社区空心化和治理人才短缺方面的难题。推动农村社区治理创新,社会工作者肩负以下四方面的使命:一是发展社区民主,推动平等、公正的参与社区治理格局的形成;二是开展公民教育,培养村民的公民意识和参与治理行动的能力;三是协助农村社会组织成长,为社区治理创新搭建组织平台;四是培育社区社会资本,重建社区的合作与信任的社会关系,重塑基于规范和参与网络的新型社会团结。

Governance innovation of rural community and the duty of social workers

Under the background of social transformation in contemporary China, governance innovation of rural community which can curb the decline trend in rural communities, solve the issue concerning agriculture, countryside and farmer, and realize the governance modernization of countryside has important theoretical value and realistic meaning. To innovate the rural community governance, we should settled down the problems existing in system mechanism, resources allocation, and development of rural civil society, the lack of public social capital in community, community hollow and shortage of management talent. Hence, social workers should fulfill their duties as following： to promote the democracy in rural community so as to form an equal and fair governance framework, to carry out civic education in order to cultivate villages＇ awareness of the obligations of citizens and their governance ability, to provide assistance to the development of rural social organizations, to develop social capital so as to reconstruct the social relationship with the character of community cooperation and trust and rebuild the newly social unity based on regulation and participation.
