协同赋能:农村失能老人养老服务供给研究

农村养老中最大的难题在失能、半失能老人的照护,需要积极探索农村失能老人养老新路径。以江西省X贫困县的失能老人养老服务为案例,研究政府、养老机构和社会组织协同治理下农村失能老人养老工作的推进,结果表明:协同治理是农村失能老人养老服务供给的有效路径,其关键在于各治理主体在政府引导下进行资源、技术及制度的协同协作,从而提高治理能力,最终实现经济、健康和社会三方面赋能。

Collaborative empowerment: a study on the service provision for the disabled elders in rural areas

The greatest challenge for rural eldercare is the care of the disabled and half-disabled elders,which means it is necessary to actively explore a new way.Taking the elderly care service for the disabled elders in X impoverished county of Jiangxi Province as an example.The promotion of the elderly care work for the disabled rural elders under the collaborative governance of the government,pension institutions and social organizations has been studied.The study shows that the collaborative governance is an effective way to provide elderly care services for the disabled in rural areas.The key lies in the coordination of resources,technologies and institutions among various governance subjects under the guidance of the government,so as to improve governance capacity and ultimately achieve economic,health and social empowerment.
