欠发达地区城市化进程中的耕地保护——以吉首市为例

欠发达地区城市化速度的加快必然要占用大量的耕地。欠发达地区土地储存相对宽裕,但城市化过程中土地利用仍存在较多问题。从吉首市的情况来看,目前耕地质量不断下降、数量不断减少,耕地保护形势严峻,土地供需矛盾日益突出,城市建设用地节约集约利用水平有待提高,土地利用结构不合理,缺乏监督管理,存在土地闲置低效利用现象,生态环境问题日趋严重。因此,欠发达地区城市化必须进行科学规划,落实规划成果,积极开展土地整理,开辟建设用地来源,加速产业集聚,集约利用土地资源,建立耕地保护机制,进一步完善基本农田保护制度,加强生态保护,协调土地利用。

Study on urbanization and cultivated land protection in less developed areas: taken Jishou City as example

The acceleration of urbanization in less developed regions is bound to take up a lot of cultivated land.Less developed areas have more problems than developed areas in the process of urbanization when land reservation is relatively in easy circumstances,and the land waste is more serious.Take Jishou city as a example,the quality and quantity of cultivated land is getting less,the situation is grim for the cultivated land protection,contradiction between supply and demand of land resources becomes serious,the level of intensive utilization of urban construction land conservation standards need to be improved,the structure of land utilization is unreasonable,lack of supervision and management,where has the phenomenon of inefficient and idle utilization of land resources,ecological and environmental problems become increasingly serious.Therefore,in the process of urbanization,the less developed areas must carry out scientific land planning,implement of the planning,carry out land consolidation,open the source land for construction,accelerate industrial agglomeration,make full use of land resources,establish the mechanisms of cultivated land protection,improve the basic farmland protection system further,strengthen ecological protection and,coordinate land utilization.
