中国农村公共品供给制度优化的规范分析

农村公共品的有效供给是农村经济发展、农民生活质量提高，实现城乡二元社会一元化的重要基础。当前中国农村公共品供给制度存在供给主体有事无财、决策机制倒置、缺乏第三方参与和竞争激励、成本分担机制不合理以及乡村机构组织农村公共品供给的低效性等问题，应从农村公共品的需求表达及集中、成本分摊、生产提供、运营管理和组织机构等方面进行农村公共品供给制度的优化。

A Normative Analysis of Optimizing Rural Public Goods Supply System in China

The effective supply of rural public goods is the important foundation of promoting .the development of rural economy, improving peasants＇ living quality, and achieving the unification of the dual urban-rural community. Based on the detailed analysis of the current public goods supply system in rural areas, this paper proposes a series of concrete measure to optimize the rural public goods supply system from demand expression and concentration, cost allocation, production, operation and management etc.
