环境正义:政府弘扬正义美德的新领域

正义作为古往今来人类在社会活动中孜孜以求的真谛及坚定不移捍卫的崇高理想，不仅为思想家所推崇，而且渗透在社会生活的各个领域，环境领域亦然如此。对环境利益的“分配”失衡和环境责任的“分摊”不公以及由此而导致的社会贫困和环境危机，深刻地触及到环境伦理价值的核心——环境正义。当环境问题危机四伏，公众的环境权受到不公正对待，而市场却对环境问题束手无策之时，作为正义代言人的政府应以其绝对优势来捍卫环境正义，践行其永恒的政治理想。

As human beings exploring the essence of justice through the ages, the justice is not only advocated by the thinkers, but infiltrates in the various fields of social life, and the same situation happened in the envi-ronment field. The ＂distribution＂ imbalance of the environmental benefits and ＂sharing＂ unjustice of the environmental liability and the resulting society poverty and environmental crisis profoundly touched to the core value of environmental ethics environmental justice. When the environment is potentially dangerous, the public environmental rights are unfairly treated, however, the market that faces the environmental issues is at a loss, as a justice spokesman, the government defends the environmental justice with its absolute superiority and practices its timeless political ideals.
