善治视阈下基层政府职能转变的现实困境及其超越

基层政府职能转变的进程深刻影响到我国行政体制改革的成败。把基层政府职能转变置于善治语境下进行考察,分析其面临的现实困境及产生的原因,有助于厘清新形势下我国基层政府职能的责任框架。积极探寻善治的制度平台,重塑善治政府的价值理念,有利于政府公共权力合法性的重构与稳固。当前基层政府职能转变过程中最为紧迫的任务是重塑善治政府（Good Governance State）的价值理念。要将基层政府善治理论放在国家整合的视角下,动用国家可利用的资源,实现我国基层政府职能的顺时、顺势转变。任何孤立或单项的行政体制改革都很难取得实质性成效,必须从国家对社会治理的角度,进行县、乡（镇）连动的结构性改革,建构一个高效廉洁、国家与社会良性互动的治理体系。

Realistic Difficulties of Transformation and Transcendence of the Grass-roots Government Functions Based on the Perspective of Good Governance

The progress of grass-roots government function transformation has a great impact on the administrative system reform of our country.To clarify accountability framework of our grass-roots government under the new situation,it is necessary to investigate the grass-roots government function transformation under the context of good governance and analyze the realistic difficulties that transformation is facing and how the difficulties produced.It will make for reconstruction and steady of legitimacy of government public power on the condition of positive exploration on the system platform of good governance and the remodeling of the value concept of the government which is well governed.Currently,the most urgent task is to remodeling the value idea of Good Governance State in the process of transformation of grassroot government functions.In order to realize the timely transformation of grassroot government functions,theory of good governance of grassroot government should be put under the perspective of national integration;available resources should be put to use.Any isolated or individual administrative reform is hard to acheive results.It is necessary to conduct structual reform by linking counties,villages（towns） from the perspective of social governance to construct a governance system which is efficient and clean,and has benign interaction between state and society.
