试论城郊失地农民社会保障体系的构建——以农民市民化为研究视角

在工业化和城市化发展进程中,产生失地农民群体不可避免。关于失地农民群体社会保障体系的研究,有两个深层次的问题值得注意。首先,失地农民群体内部不同质,具有差异性,且正在经历内部分化;其次,失地农民群体未来的发展状态是向市民群体转化。目前,应该对失地农民群体进行准确界定,在社会保障政策制定上要充分考虑失地农民群体内部特征和未来发展状态。针对城郊失地农民群体,在社会保障体系的探索上应该有更为前瞻的视野与视角,以农民市民化为研究维度进行了探索。

Construction of Social Security System of the Suburban Landless Peasants --.Taking Peasants Citizenship as a Research Perspective

Landless peasant groups are inevitable to produce in the development process of industrialization and urbanization.Two deep-seated problems should be noteworthy in the study of the social security system on the groups of landless peasants.First of all,the landless peasant groups have different internal qualities,and are undergoing internal differentiation;Secondly,the future development of the landless peasant groups is transformed into citizen groups.At present,the landless peasant groups should be accurately defined,fully consider the internal features and future development of the state of landless peasant groups for making the social security policy.For the suburban landless peasant groups,we should have a more forward-looking vision and perspective in the exploration of the social security system,and study the peasants citizenship as the research dimension.
