| 摘 要： | 地方政府执行力是地方政府执行过程中多种因素相互作用的合力.在影响地方政府执行力的诸多因素中,制度起着决定性的作用.地方政府执行力弱化的原因主要在于制度的缺陷.从新制度经济学的视角,加强非正式制度建设,重视内部交易费用,强化激励功能,健全实施机制,确保制度落实到位,是提升地方政府执行力的根本途径和必然选择.
