地区电子政务的发展环境分析及对策建议

电子政务是一种崭新的政府管理形态,只有认清行政行为的外部环境,才能正确认识行政行为。我国的地区电子政务发展极不平衡,有领先型、创新型、发展型、转向型、探索型、起步型、空缺型等,它受行政体制、经济水平、法制环境、信息化基础、人力资源状况等因素影响至巨。我国发展地区电子政务须在改善班子结构、突破资源桎梏、完善法律体系、开发人力资源和加强理论研究等方面加以完善。

Problems of China's Current E-Government Developmental Environment and Proposed Solution

This article analyzes the problems of China's current e-government and discusses factors affecting the e-government such as administration system,economical level,legal system,information technology foundation,human resources etc.In order to develop the e-government,the authors propose to improve organizational structuring,break through resources shackles,perfect legal framework,develope human resources and strengthen relevant research.
