发达国家公共安全理念述论

20世纪下半叶以来,公共安全领域事故频频发生,日、美、俄、法等发达国家都建立了比较完备的公共安全管理体系。日本的公共安全侧重于对自然灾害的防治和预防,美国侧重于维护其世界大国的地位,俄罗斯倾向于事故救援和技术性灾害的研究,法国则侧重于对城市功能的调整和公共政策的制订。健全法律制度、应急机构,加强地方政府的管理能力,注重事前预防和事后总结,这些经验是对我国公共管理安全的启示。

A Survey of Public Security Studies in the Developed Countries

Since the second half of the 20th century,the world has witnessed frequent public security incidents.Countries such as Japan,the United States,Russia and France have set up comprehensive systems of public security management.This paper compares and analyses the public security studies in those countries,arguing that China should learn from them to further improve its management of public security.
