| 摘 要： | 作为一种有效的协制公共权力的政府模式,现代民主政治视域下的责任政府是以多维价值关怀为逻辑起点,以运行体系为实现保障,以体制生态为必要支持的内在统一体.从价值基础而言,责任政府意味着现代政府对于道德责任、法律责任、政治责任和行政责任等政府责任内涵的全面承担,进而实现这种多维责任价值的行政人格化.从制度规范角度来说,从可问责政府到责任政府的构建意味着政府从承担消极责任向积极责任的定向转变与责任意识的深度内化;责任实现机制在程序上的科学设计和在体系上的有效运行;一整套良性的积极的体制系统的支持,并与我国现实行政改革相兼容.

| Abstract: | As an efficiency mode for restricting public power,responsible government of modern democracy consists of multi-value,running system and sustaining surrounding.From the view of value base,responsible government means to anthropomorphize the responsible value,with fulfilling the responsibility of morality,law,politics and administration.For the system criterion,responsible government means that the government responsible consciousness deepens from passive to active,responsible mechanism is scientific on the program design and efficient on function,and the sustaining system surrounding compatible with Chinese government reform is complete |
