| 摘 要： | 高等教育投资政策能否系统地影响高等教育投资的结果及其影响结果的大小,决定了高等教育投资政策的有效性。高等教育投资政策的宏观价值理念是公平与效率兼顾,这种公平与效率在高等教育发展的不同时期是有所侧重的。高等教育投资政策的目标是,通过宏观调控,增加高等教育的投入;发挥政策导向作用,以此来实现高等教育的功能;促进投资政策适应经济社会的发展。高等教育投资政策实体、高等教育投资政策执行主体、高等教育投资政策执行客体和高等教育投资政策执行环境是影响高等教育投资政策有效性的主要因素。高等教育投资政策有效性评价指标体系的构建,必须把握好政策公平目标与效率目标的关系,充分地发挥影响政策有效性因素的作用,从高等教育政策的制定、实施和结果三个层面进行系统评价,形成包括价值评价和事实评价在内的高等教育投资政策有效性评价指标体系。
