| 摘 要： | 由于财政分权和垂直控制的人事体制使地方政府处于一种独特的"自主"地位,并蜕变为具有自我特殊利益诉求的行动主体.只有恢复它们的公共性基础,地方政府才能克服这种"自主性",才能实现向服务型政府的转型.

| Abstract: | The local governments stand in a kind of special "independence" position because of the decentralization of the public finance power and the vertical personnel system,and transmute into an activity corpus of having the special benefits claim.Only by recovering the publicity,the construction or purchase of service type of the local governments can be carried out probably. |
