| 摘 要： | 地方高等学校是指我国高等教育管理体制改革后,由各级地方政府主管的普通高等学校。如何准确把握地方高等学校办学的特殊性,已经成为摆在我们面前必须研究的重大问题。地方高等学校具有高等学校的一切共同性,与国家高等学校相比,地方高等学校办学又有其特殊性。

| Abstract: | Local higher education institutions refer to the HEIs that are under the supervision of different levels of local governments. It becomes a compelling issue on how to grasp the distinguishing feature of local HEIs. Comparing with HEIs under central government supervision, the local HEIs have their own characteristics, though sharing a lot in common with the former. |
