安徽农业转移人口市民化的区域差异实施路径

党的十八届三中全会提出＂推进以人为核心的城镇化＂,这一思路的实践重点就在于推动农业转移人口市民化。现阶段无论从外在的政策方向、经济发展和城市承载空间来看,还是从内在的农业转移人口市民化意愿来看,安徽省都具备了加快农业转移人口市民化的条件。但由于不同地区、不同类别城市在经济、文化、生态环境、资源优势等方面具有较大的差异性,各地政府财力的承受能力也不同,不可能运用统一的市民化模式。因此,应采取区域差异化的农业转移人口市民化路径,主要从皖江与皖北差异性、主体功能区差异性,以及大中小城市和小城镇差异性三个维度来有序推进农业转移人口市民化。

Path of UrbaniZation of Agricultural Transfer-Population Based on Regional Differences in Anhui

Third Plenary Meeting of the 18 th Session of CPC pointed that we should promote the human-core urbanization which focuses on the urbanization of agricultural transfer-population. Now,whether from the policy direction,economical development and City hosting space or from the will of urbanization of agricultural transfer-population,Anhui province has the conditions to speed up the process of urbanization of agricultural transfer-population. But because of the difference of economy,culture,ecological environment and resource advantage,we can＇t apply the unified model in different area in Anhui. Anhui should use the path of regional differentiation which advances orderly the urbanization of agricultural transfer-population from the difference of Wanjiang and Wanbei district,main functional region and different cites type.
