产城融合发展视角下推进小城镇改革研究

随着小城镇的不断发展,我国小城镇开始逐步进入以规模不断扩大、质量持续提高和腹地逐步拓展为主要特征的战略转型阶段。然而在推进小城镇改革过程中,小城镇发展存在发展规划与产业规划相脱节、发展内生动力不足、城镇功能难以满足产业发展需要等新问题。通过对福建省莆田市产城融合培育产业区的分析,提出在小城镇建设过程中应突出小城镇发展重点、推进小城镇产城融合发展、发挥产业发展对小城镇发展的推动作用等建议,从而促进小城镇转型,推动城乡一体化发展。

Research of promoting reform of small towns under perspective of integration of city and industry: a case of Putian in Fujian

Along with the continuous development of small towns, the stage of strategic transformation is gradually started in small towns in China with the main characters such as the continuous expansion of the scale, the continuous improvement of quality and the gradually expansion of hinterland. But in the process of promoting the reform of small towns, some new problems appear in the development of small towns such as the incoordination between city development planning and industrial planning, the shortage of inherent power of development, inoperative town function to meet the needs of industrial development. Based on the analysis of the cultivation of industrial areas through the combination of town function and industries in Putian in Fujian, the suggestions are offered:the focus in development of small towns should be highlighted, the integration of city and industry in small towns is promoted, the role of industrial development in promoting the development of small towns is played. Thus the transformation of small towns is promoted, and the integration of urban and rural development is advanced.
