社区养老网格化管理的法律制度设计

人口老龄化是计划生育政策执行、经济和社会发展、医疗卫生条件改善等诸多要素综合作用的结果,是社会文明进步的重要标志。但我国家庭养老功能急遽弱化,机构养老服务功能尚不健全,因老龄化而产生的纠纷给经济和社会发展带来的一系列问题日益突出。这些问题涉及经济、政治、文化和社会生活等诸多领域,如不妥善解决,必将严重破坏我国社会的和谐稳定。结合我国社会发展现状,以社区为核心,以民法、社会法为基础,努力打造全方位网格化的老年人社区服务、管理创新模式,使社区养老更适合我国老龄化社会发展的需要。

Legal system design of grid management of community support for senior citizens

The ageing of population is the implementation of family planning policy, result of integrated functioning of economic and social development, multiple factors including the and improvement of medical care and hygiene conditions, etc., which is an important symbol of social civilization and progress. However, as the family support function is dramatically weakened, and the function of institutional support service is yet to be perfected in China, a series of problems of economic and social development brought by the dispute caused by ageing of population are increasingly imminent. These problems are related to multiple fields of economy, politics, culture, social life, etc., which will seriously undermine the harmony and stability of Chinese society if not properly solved. According to the status quo of Chinese social development and based on civil law and social law, an innovative all-around grid mode of community service and management for senior citizens is tried to construct, in order to make community support meets the needs of development of the aging society of China much better.
