辽宁“十二五”国民经济和社会发展规划总体思路设计

国民经济和社会发展规划总体思路在区域发展规划中处于指导地位，具有战略意义。在分析辽宁“十一五”时期国民经济和社会发展取得成绩和显现问题的基础上，与其他沿海发达省份进行对比，找出辽宁存在的差距。通过对辽宁资源分布特点及产业发展支撑能力、工业化发展进程和新型工业化水平、省内自身发展优势与劣势和省外机遇与挑战的分析，提出辽宁“十二五”时期经济社会发展定位、指导思想和基本原则，明确经济社会发展的重大战略任务和主要目标，确定主要攻坚任务，并提出相应对策建议。

Overall design of chain of thoughts of planning on development of national economy and society of 12th Five-year Plan in Liaoning Province

The overall chain of thoughts of the development of national economy and society has strategic significance in that it plays a guiding role in the planning of regional development. On the basis of analyzing the achievements and problems in the economic and social development during the 11 th Five-year Plan period in Liaoning Province, the gaps are identified compared with other coastal developed provinces. Through the analysis of the features of resources distribution and the capacity of supporting industry development, the industrialization development stage and the level of new-type industrialization, the strengths and weaknesses in the development of Liaoning Province and opportunities and challenges outside Liaoning province, the positioning of economic and social development, the guiding ideas and basic principles are proposed for the period of 12th Five-year Plan, the major strategic tasks and main objectives are pointed out for the economic and social development, the main critical tasks are identified, and the appropriate countermeasures are suggested.
