应对国际反倾销与中小企业“走出去”战略优势研究

资本竞争是当今世界发展的总趋势，包括中国在内的世界各国，均把其国内中小企业的稳定与“走出去”发展的实体性安排，急迫地列入国家经济安全发展的重要战略日程。当前国际金融危机继续、经济危机蔓延和接踵而来的反倾销重创折磨，已经严重危及中国中小企业的生存发展。但充分研究、利用外国的招商引资法规政策，实施中小企业整合资本“走出去”到投资目标国的发展战略，却是中国中小企业再发展的客观机遇。积极探索“走出去”发展以培育中国跨国公司之成功道路，兼顾带动国内相关产业经济安全与迅速发展，乃是“走出去”发展的核心目的。
