摘    要:水资源的合理利用可以有效促进都市圈以及流域内各城市的可持续发展。采用DEA模型和Malmquist指数,对巢湖流域内5个地级市2007—2016年的水资源利用效率进行测度,并对其收敛性进行分析。研究结果表明:在考虑环境因素的情况下,巢湖流域的水资源利用效率要低于不考虑环境因素下测得的水资源利用效率。考虑环境污染条件下,动态水资源利用效率增长0.9%且流域内仅有合肥市水资源全要素效率指数大于1。通过绝对和相对β收敛检验,得到巢湖流域整体以及流域内5个地级市的水资源利用效率均存在收敛特征的结论。在此基础上提出针对性建议,旨为水资源管理提供可行性政策借鉴。

Abstract:Rational utilization of water resources can effectively promote the sustainable development of metropolitan areas and cities in the basin. Using DEA model and Malmquist index, the water resource utilization efficiency of five prefecture-level cities in Chaohu Basin from 2007 to 2016 is measured and its convergence is analyzed. The results show that the utilization efficiency of water resources in Chaohu Lake Basin is lower than that measured without considering environmental factors. Considering the environmental pollution, the dynamic water use efficiency has increased by 0.9% and only the total factor efficiency index of water resources in Hefei City is greater than 1. Based on the absolute and relative beta convergence tests, it is concluded that the water resources utilization efficiency of Chaohu Lake Basin as a whole and five prefecture-level cities in the basin has convergence characteristics. On that basis, some suggestions are put forward in order to provide feasible policy reference for water resource management.
