论新贸易壁垒对辽宁出口的影响及对策

以技术壁垒为核心的新贸易壁垒是各国推行贸易保护主义的工具之一，其做法严重违背了世贸组织的自由贸易原则。越来越多的辽宁出口企业受到新贸易壁垒的困扰，并成为新贸易壁垒的受害者。为使辽宁成功跨越新贸易壁垒，就新贸易壁垒对辽宁出口的影响作出基本判断，分析了新贸易壁垒对辽宁出口的正、负面影响。分析结果表明：新贸易壁垒对辽宁出口的负面影响越来越大。据此提出辽宁应建立系统完善的信息机制和统计平台，政府、行业协会、企业和研究机构应以此为核心，建立四方联动机制。
