突发性网络舆情的政府治理对策

突发性网络舆情的科学预防与有效应对是当前政府治理工作中亟待解决的难题。突发性网络舆情具有爆发的突然性和传播的快速性、爆发初期信息掌控的高度缺失性、舆情蔓延的严重破坏性、舆情应对的复杂性和敏感性等基本特征。当前,一些地方政府在应对突发性网络舆情的过程中存在治理观念落后、应急处置机制不健全、常态化监管缺位、法规建设不完善等问题。对此分别从治理模式、应急处置机制和保障机制三方面提出协同完善的治理思路。

Governance countermeasures of government agencies for network public sentiment emergencies in Liaoning Province

The scientific prevention and effective response to the network public sentiment emergencies are a severe problem to be solved in the current government administration work.The network public sentiment emergencies have the basic characteristics of being suddenness in breaking out, being rapid in dissemination, highly lacking in information control in the outset of the outbreak, severe damaging in the spreading, and complex and sensitive in responding.At present, there are some problems in the response of network public sentiment emergencies in some governments, such as the backwardness of the governance concept, the imperfection of the disposal mechanism of emergency, the absence of the regular supervision, the incomplete construction of the laws and regulations, and so on.According to it, the ideas of coordinated improvement are put forward from three aspects:governance mode, emergency handling mechanism and security mechanism.
