农村土地流转的现状、问题及对策分析

以家庭承包为核心的农村土地经营制度,曾经大大地促进了我国生产力的发展,但随着市场经济的不断发展,农村土地承包经营权流转应运而生,其形式日趋多样化。目前土地流转存在认识上、政策上、体制上和操作上等诸多方面的障碍因素。为此,应与时俱进,实施农用地流转要解放思想,按照依法、自愿、有偿原则,建立起土地流转市场,规范农用地流转程序,设立农村土地流转管理中心。

Farmland Transfer:Present Situation,Problem and Countermeasure

The farmland management system,the core of which is the family contract,used to promote the development of our country's productive forces.But with the development of the market economy,farmland transfer appears and the forms become various.At present there are many obstacles of understanding policy,system and operation in land transfer.So with time changing,thoughts should be emancipated in farmland transfer.According to law,voluntriness and with compensation,the market of land can be established.The farmland transfer system showld be standardized.The transfer management center should be built.
