着力扩大农村消费：积极财政政策的一个重要支点

扩大农村消费对拉动内需、确保经济平稳较快增长具有十分重要的意义。然而，当前我国农村消费却存在着总量增长相对缓慢、明显落后于城镇、地区差距不断扩大等三大突出问题。造成这些问题的主要原因可以归结为农民收入增长缓慢且收入分配差距持续扩大、农村社会保障与医疗卫生事业较为落后以及农村基础设施建设相对落后等方面。为了更好地实施积极财政政策，实现保增长的目标，必须要选择有针对性的财政政策措施，打组合拳，多管齐下，全方位扩大农村消费。

An Exertion of Expanding Rural Consumption:a Pivot of Proactive Fiscal Policy

To expand rural consumption is of vital importance to boosting domestic demand and to ensuring a stable and rapid economic growth.However,nowadays,three major problems are becoming more obvious:the total amount growth of our rural consumption is comparatively slow and left far behind of that of urban areas;the regional gap is expanding increasingly.The main reasons accounting for the problems are:a slow growth of farmers'income,a rather backward social security and medical and health care,and a comparatively backward infrastructure construction in the rural areas,etc.In order to implement the proactive fiscal policy and to achieve the goal of maintaining growth,we must select proper fiscal measures and make them into a combination to expand rural consumption in an all-round way.
