试论我国民办高等教育的政府责任问题

从公共经济学、福利经济学、信息经济学的不同视角,探求政府对民办高等教育的财政、管理、中介服务等多方面承担责任的依据。公共产品理论、外部性理论共同决定政府对民办高等教育的财政责任;市场失灵理论、帕累托最优理论是政府干预调节民办高等教育市场,但同时又不能过度干预控制的理论依据;根据信息不对称理论急需政府对民办高等教育的中介服务问题上发挥核心作用。

On the Problem of Government Responsibility in Private High Education

From the perspectives of public economics,welfare economics and information economics,this article is to seek the foundation for government to bear responsibility for private high education in the aspects of finance,management and intermediary services.Public product theory and externality theory together decides the financial responsibility of government for private high education;market malfunction theory and Pareto optimality theory is the theoretical basis for government to interfere and regulate the market of private high education if a moderate degree;according to the theory of information asymmetry,there is an urgent need for government to play a central role in solving the problem of intermediary services of private high education.
