建立大学生失业救助津贴制度的思考

大学生失业问题对社会的压力逐年增大。大学生失业不同于一般群体的失业,他们是一种高知识、高成本、高预期、高动能群体的失业,因此,产生的社会效应也不同。同时,他们又没有一般失业群体的职业经历,在纳入现行的保障体制中时,存在制度障碍。学者们提出了“一般救济说”“特殊救助说”“失业保险说”“社会津贴说”,等等。相较而言,建立大学生失业救助津贴制度比较符合我国现实状况,失业救助津贴应划分出不同的标准,即就业促进标准和生活补助标准,资金来源从财政拨付中解决,中央和地方应采取分担制。

A Discussion about the Unemployment Security for College Students

Different from the unemployment of common groups,the unemployment of college students has produces different social effect and given an ever-increasing pressure to the society.Because college students don't have work experiences,there is certain barrier in system when being included in the current security system.By comparing different ways proposed by scholars,this paper believes that the system of financial aid is more suitable to our present conditions and the resource of money will be from the central and local governments.
