对我国政府道德基础的理性反思

政府的道德基础就是在政府的构建和运作中起基础性作用的伦理精神、道德原则和道德规范以及在其公共行政过程中的伦理关系和行政人员的道德素质等道德内涵的总称。全面而准确地把握我国政府及其运行的道德基础,特别是从政府的政治伦理理念、公共行政中的利益关系———道义关系、政府道德基础的载体———公共政策制度伦理体系等方面,来反思改革开放前与改革开放后我国政府运行的道德基础,对我国公共行政法制化建设和道德行政有着非常重要的理论意义和现实意义。

Rational Introspection of the Moral Basis of Our Government

The moral basis of government is a general term of a variety of moral implications,which include the ethic spirits,moral principles and standards performing basic role in construction and operation of the government,as well as the ethic relations in the course of the common administration and moral quality of the administrative staff.We should grasp the moral basis of our government and its operation comprehensively and correctly,especially introspect the moral basis of our government of before and after the reform and the opening up from respects such as rationality of governmental politics and ethics,the interests and morality relations of the common administration and the medium of the moral basis of our government(i.e.the ethic system of institution of the common policies).All of these have very important theoretical and practical significance to our common administration in accordance with the legal system and morality.
