| 摘 要： | 行政第三人问题是行政法学研究中的一个新课题。行政法律关系除行政主体和行政相对人之外，还存在着第三方主体即行政第三人。在此基础之上，对行政第三人的涵义及其与行政相对人、行政诉讼第三人之间的界限，以及研究行政第三人的意义进行了探讨。
