论中国宪政应有的宽容架构

体现政治宽容理念的宪政制度应当做如下努力:首先,宪法文本的淡意识形态化,以进一步提高国民对现行宪法的可接受度;其次,进一步完善体现宽容理念的选举、政党与议会制度等常规宪政机制,以培养政治认同、瓦解社会离心力,消解政治冲突;再次,完善财税制度。全国人大应控制税收立法权,各级人大应切实监督同级政府的预算决算;此外,创设宪法诉讼制度。强化宪法的实践品格与自治品格,为宪法进入实际政治生活领域打开方便之门、提供宽容平台。
