| 摘 要： | 中国共产党在基层有效执政是社会主义和谐社会构建的关键，而社会转型过程中党在基层执政转型的滞后造成了党在基层执政的缺失，影响了党在基层的有效执政。基于这样一种逻辑，构建社会主义和谐社会要求执政党针对党在基层执政存在的缺失及其原因，实现党的基层执政转型，通过有效执政促进社会的有效发展与社会主义和谐社会的构建。
