| 摘 要： | 作为突发事件的责任承担者,政府应当切实加强应急管理,借助突发事件应急机制这一载体,同时以突发事件应急法制为依托,才能更有效地实施应急行动。从突发事件应急法制的基本理论和突发事件应对中政府的职能现状入手,分析了突发事件应急法制中的政府定位。

| Abstract: | Governments of different levels,which are the very organs responsible for the handling of emergency of various sorts,should further strengthen management in this respect.When handling an emergency,they should rely on emergency law and take actions correspondingly.Introducing the basic theories and clarifying the emergency-handling strategies adopted by governments of different levels,this paper analyzes the role that governments should play in emergency law. |
