公务员激励机制初探

摘    要:国家公务员激励机制是激励广大公务员实现共同的行政目标的重要保障。对现行激励机制存在的忽视物质激励、精神激励流于形式、绩效考核措施不当等问题进行了分析,提出了了解基本需求、遵循激励理论、健全配套制度、造就行政文化等建立有效激励机制的基本思路,给出了组织实施公务员激励机制的对策建议,即加强素质教育,强化自我激励机制;鼓励岗位竞争,完善竞争激励机制;强调实绩考核,健全目标激励机制;提倡优胜劣汰,完善监督激励机制。

Abstract:The national incentive mechanism for civil servants is an important guarantee for encouraging civil servants to actualize administrative aims.In current incentive mechanism,substance incentive is undervalued while spiritual incentive is mere formality.Performance assessment is not carried out in a proper way.This paper analyzes the existent problems and puts forward the basic way of establishing effective incentive mechanism through recognizing basic needs and adopting incentive theory,perfecting supplementing systems and establishing an administrative culture.It also suggests that incentive mechanism for civil servants should emphasize quality education so as to strengthen self-motivation,encourage post competition and perform appraisal so as to perfect competence and fulfill targets,and advocating "survival of the fittest" so as to supervise the work of the civil servants.
