高校行政和学术权力运行机制平衡策略研究

我国高校在办学过程中,除了要处理好与政府、社会之间的关系,更要科学地构建学校内部治理结构。而学校内部的政治领导权力、行政权力、学术权力和民主管理权力等多元权力主体构成,使高校治理结构呈现出相当复杂的状态,最突出的表现就是行政权力和学术权力的运行问题。通过对高校行政和学术权力运行中存在的问题进行阐述,从提高学术权力、约束行政权力、优化高校管理制度和转变政府调控方式等四个方面,探究了促进高校行政和学术权力平衡运行的策略。

Research on Balance Strategy of Operating Mechanism between College Administrative and Academic Power

Chinese colleges need to properly handle the relationship with the government,society,as well as scientifically build their internal governance structures.The diversified power structure （political leader-ship power,administrative power,academic power and democratic leadership power）within each college presents a complex state of governance in which the most prominent manifestation is the game between ad-ministrative power and academic power.This study describes the problems of administrative power and ac-ademic power in Chinese colleges.It explores the strategies to balance administrative power and academic power of Chinese colleges from four perspectives：improving academic power,restraining administrative power,optimizing leadership system and transforming government regulation methods.The study is help-ful to better understand power operating mechanism between college administrative and academic power.
