| 摘 要： | 要推动行政理论与实践的进步,必须科学、全面地认识行政人的人性特征。从现实行政人员的性质和使命出发,批判审视已有的人性假定与公共行政理论的内在派生性,提出行政人的德性问题。滋生行政伦理失范行为的行政空间的存在,是凸显行政人员德性问题的深刻的现实动因。

| Abstract: | To make progress in administrative theories and practice,we should comprehend the characteristics of administrators' human nature scientifically and completely.According to the real character and mission of administrators,we should criticize and have a close look at the inner derivations of human-nature assumption and public administrative theories.Therefore,the issue of administrators' morals comes into the spotlight.The existence of spaces for abnormal administrative behaviors is the real reason why administrators' morals are highlighted nowadays. |
