| 摘 要： | 资源型城市的转型关键在于经济转型，国家和地方的产业、财政和税收政策对资源型城市经济具有重要影响。指出资源型城市的经济转型存在资源的不可再生性、城市结构的二元性、资源价格的扭曲性以及财税政策的不舍理性等体制约束，通过借鉴国外资源型城市的发展经验，结合国内资源型城市的实际，分别在产业、财政和税收方面提出了经济转型的政策建议。
